On 6th October, Internal Market Committee of EU had passed a non-legislative gambling pledge taken by Creutzmann with 30 votes in favor, 3 absents and 1 in against, which sets out initial position of EU on consultative European Commission Green Paper of March 2011. Clearly, as per this resolution, EU states will be free to maintain their own online gambling laws, but simultaneously started 'EU wide cooperation' to check illegal, black market and protect susceptible consumers and smalls children of the state.
The main drawback of this resolution is that this have rejected the concept of common EU law, resulting in harmonized online gambling market in Europe, which was expected from online gambling operators from a long time. Instead, resolution prescribed that EU member states are free to conduct their own online gambling activities, which leads to continuation of monopoly and permanent ban on online gambling.
The only recognition provided to gambling industries is EU-wide coordinated approach for fighting against illegal gambling and thus preventing addiction. The interesting part of resolution as per gambling industries is to consider legally binding instruments that will oblige financial service providers to block all transactions between players and blacklisted gambling operators.
