A government official told Novosti that the shutting down were under the approval of a law intended to cut Russians' rising obsession to gambling, permitted by parliament and signed by Vladimir Putin (president at the time), which ordered casinos in the capital and other cities to close operations by July 2009.

From July 2009, casinos are going to only be permitted to operate in selected areas of the Altai Territory, Siberia, the Far Eastern Primoriye region.
