Kenneth R. Hayes (55) and James C. Picray (47) have been taken into custody and charged with involved in stolen property, with Picray furthermore charged with grand larceny. According to an arrest report, some books of lottery tickets were stolen in October from the Kangaroo Express store in Jacksonville. Almost right afterward, Hayes produced ID and cashed a winning ticket value of $20,000 at the Lottery district office in Jacksonville whilst a surveillance camera showed Picray waiting in the office lobby. Police then moved in, capturing the two and recovering $2,700 worth of the tickets reported stolen and identified by Kangaroo Express staff. Both of them were released afterward on bail and are going to appear in court soon.
