According to The Manila Times and the Philippine Daily Enquirer, there were two different demands for an examination into gambling movements in the Cagayan Export Zone Authority at Port Irene, an online gambling licensing authority.
Archbishop Oscar Cruz of the Lingayen-Dagupan bishopric last week advocated the Philippines Senate to examine the online gambling procedures at the Cagayan Export Zone Authority in Port Irene, Sta. The Manila Times revealed record on CEZA, explaining it was made throughout a law authorized by Senator Juan Ponce Enrile, a Cagayanon. The law approved it to control a variety of sports and leisure activities, such as online gambling, dog racing and gambling casino activities. Cagayan is the only region in the Philippines where it has a gambling organization that does not hold license from the Philippine Amusement and Gaming Corp.

Bishop Cruz explained the gambling business in Cagayan as “a slap in the face” to the government operation in opposition to all shapes of illegitimate activities, even though most online gambling is operated by "outsiders." Last year, Madrigal explained, CEZA produced P110 million in incomes, 90 % of which was generated from casino income. Internet gaming companies are obligated with a two-percent tax on their aggregate total incomes. The taxations are divided among CEZA and the free port’s master licensor, First Cagayan Leisure and Resorts Corp.

CEZA explained it speculated its incomes to double to more than 200 million this year with the inundation of additional cyber gambling operators.
